Low-Carbon & Green Index for China
The iGDP team developed and maintains the Low-Carbon and Green Index for China (LOGIC), a comprehensive evaluation index covering multiple dimensions. It aims to track progress, assess performance, and provide analysis tools for provinces and cities to achieve clean and low-carbon development and climate goals.

City LOGIC (Low-carbon & Green Index for Cities), developed by iGDP in partnership with the U.S.-based China Energy Group of the Lawrence Berkeley National Laboratory (LBNL), applies 23 indicators across seven categories—carbon productivity, energy consumption, industry, buildings, transport, environment, and policy and outreach—to track, compare, and evaluate the low-carbon transition of 115 Chinese cities from 2010 to 2015, both overall and across each priority area.

Subnational LOGIC (Subnational Low-Carbon and Green Index for China) builds on the foundation of the City LOGIC, with refined indicators, weightings, and benchmarks calibrated to capture the pace and impact of provincial-level transition. Spanning 26 indicators across four categories—carbon productivity, carbon emissions (including six sub-categories covering energy, power, industry, buildings, transport, and agriculture), environmental conditions and land use, and policy systems and public participation—it measures how effectively regions are aligning high-quality economic growth with sector-wide decarbonization. Through Subnational LOGIC, iGDP has systematically tracked and quantified the transition of 30 Chinese provinces from 2013 to 2022.
