Chen Meian
Senior Program Director for Beyond Carbon, Senior Analyst

Ms. CHEN Meian is Senior Program Director/Senior Analyst at iGDP. Her research focuses on climate change policy analysis and database development, carbon markets, and non-CO2 greenhouse gas emissions mitigation.

The research projects she has led or participated in include: China’s Agri-food System and Carbon Neutrality, Non-CO2 Emissions Reduction in Waste and Coal Mining, Consignment Auctioning for a Strong National Carbon Market, Enhancing Climate Policy with Political Economic Analysis of Shanxi’s Quality Growth, China’s NDC Progress and Prospects, Peer Review and Comparative Study for Northeast Asia’s Low-carbon Cities, Low-carbon and Green Index for Chinese cities (LOGIC) and Chongqing Carbon Neutral Pathway and Green Finance Roadmap.

Meian holds a Ph.D in Political Science from the University
of Oregon, with a focus on International Relations and Environmental Policy.

Chen Simin
Communications and Events Manager

Chen Simin has five years of experience in climate communication and eight years of experience in community development.

Ms. Chen joined iGDP in July 2019, where she is responsible for projects including the zero-waste village project called “Zero-Waste Baihe Bay”. Her work also focuses on issues such as plastic pollution reduction, green cooling, and low-carbon consumption.

Ms. Chen has designed and implemented several communication initiatives, including the “Plastic-Free Future” public education campaign and a public outreach program on green cooling. She also led the development of the Community Guide for Promoting Low-Carbon Consumption among Residents, aimed at empowering local governments.

 

Previously, she was involved in the “Three-Year Action Plan for the Huitian Area” in Beijing, managing community governance project funding. She also led several projects focused on supporting vulnerable communities.

She graduated from Guangzhou University with a degree in Social Work, and she is currently pursuing a Master’s degree in Communication at Renmin University of China.

Cong Yunfei
Finance and Compliance Manager

Cong Yunfei is the Finance and Compliance Manager at iGDP.

Before joining iGDP, she has been engaged in financial management, working to address financial and tax problems at enterprises and NGOs. She has experience in financial framework construction, project management, and financial analysis. Ms. Cong also has expertise in the integration of operational and finance solutions and supports organizational development.

Ms. Cong holds a Bachelor’s Degree in Accounting from Beijing University of Chemical Technology.

Diego Montero
Senior Program Director for Strategy and Partnerships

Diego Montero, as iGDP's Strategy Director, works at the intersection of research, communications and strategic planning. Mr. Montero has spent the majority of his career in the international NGO space, including five years at Energy Foundation China.

He holds a B.A. in Political Science from UC Berkeley and an M.P.P. from Harvard Kennedy School.

Han Di
Assistant Analyst

Han Di joined the iGDP team in October 2016. From 2016 to 2022, she served as Communications and Operations Manager, providing comprehensive support for the organization’s communications, operations, and event management activities.

During this period, she contributed to the implementation of several strategic communications projects, including the “Farewell Coal” project, which focused on de-fossilization of energy investments; the integrated communications project “Go Green,” which promoted green and low-carbon consumption behaviors among the public; and the “Green Cooling” project, which advanced communications on green and efficient cooling solutions.

Since 2022, Ms. Han has worked as an Assistant Analyst, supporting the organization’s research activities. She has contributed to publications and research articles on topics including China’s energy, environment, and climate policy monitoring, the China Carbon Neutrality Tracker (CCNT), just transition, and new quality productive forces. She has also continued to support the implementation of the “Farewell Coal” project.

Prior to joining iGDP, Ms. Han worked at a domestic non-governmental organization, where she conducted applied research on urban management and related policy issues.

Ms. Han received a Bachelor’s degree in Management from the Capital University of Economics and Business in 2012.

Hong Jialing
Senior Analyst

Ms. Hong has over ten years of experience in low-carbon development and sustainable energy. Ms. Hong joined the iGDP team in February 2021. She serves as research lead on energy policies in the industrial sector, energy efficiency standards and labels for appliances, cooling efficiency improvement and refrigerant replacement.

She has contributed to several projects, including Opportunities and Challenges for China’s Coal Mine Methane Emission ReductionOpportunities and Challenges for Reducing Non-CO2 Greenhouse Gas Emissions in China’s Food Cold Chain Industry, and Quantification of CBAM’s Impact on China’s Steel Sector and Its Decarbonization Effort.

Ms. Hong holds a Master’s degree in Manufacturing Engineering from Boston University, awarded in 2007.

Hu Min
Director and Co-Founder

Hu Min is the Director and Co-Founder of the Institute for Global Decarbonization Progress. She develops iGDP’s strategy, builds its teams, and engages with stakeholders to achieve the organization’s mission.

Hu Min was the China Advisor and the Head for Access to Cooling in LDCs for the Kigali Cooling Efficiency Program, a global philanthropic program supporting the transition to clean and efficient cooling technologies. For over 12 years, she was the Program Director for the Low Carbon Economic Growth and Environmental Management programs at Energy Foundation China.

Hu Min has almost 20 years of research and advocacy experience in clean energy and sustainable development. Her projects and research have ranged from climate policy and green finance to cooling efficiency and air quality management. She was involved in efforts to assist China in initiating its carbon market pilots and low carbon economic growth pilots in 2010.  She has published articles and co-edited books on low-carbon cities and environmental governance, and spoken at numerous international climate and energy forums.

Hu Min received a BA in Economics from Renmin University, where she studied part-time in the Environmental Economics doctoral program. She received her first MPA from Tsinghua University and a Mid-Career MPA from Harvard Kennedy School, where she was a Mason Fellow. She is a Senior Fellow at Energy Innovation, a Non-Resident Senior Fellow at the Brookings Institution’s Tsinghua Brookings Center, and a member of the World Economy Forum’s Global Future Council for Clean Air.

Kevin Mo
Principal

Dr. Kevin Mo is currently serving as a member of the advisory committee of Institute for Global Decarbonization Progress (iGDP) and a senior advisor for the Climate Change and Energy Transition Program at Peking University’s Institute of Energy.

Dr. Kevin Mo has rich experience in strategic planning and policy research related to energy and climate in the United States, China and European Union. He is a writer and frequent speaker on energy policies and sustainable development at international conferences and workshops. He recently published a book “The Great Changes in Three Years: Research Notes on the EU and the U.S. Climate Legislation and Policymaking”, focusing on the nexus of energy/climate and multiple emerging issues, including international trade, national security, global supply chains, manufacturing, industrial policies, and critical minerals.

He was the Senior Director of the University of Chicago’s Energy Policy Research Institute in China (EPIC China) and Senior Advisor to Becker Friedman Institute China (BFI China), Managing Director of the Paulson Institute Beijing Representative Office, Director of China Buildings Program of Energy Foundation, Director of International Sustainable Buildings Project of Natural Resources Defense Council. His prior work expeirence also includes a Research Engineer at Maryland-based NAHB Research Center and a lecturer at Tsinghua University.

Li Siyin
Assistant Analyst

Li Siyin assists with iGDP’s Climate Governance projects.

Ms. Li focuses on decarbonization and energy transitions in countries of the Global South, as well as energy, environment, and climate change policy monitoring. She also leads the development and maintenance of Taking the Pulse, which gathers insights and analysis from China’s thought leaders on climate change and low-carbon transition.

She previously worked as a research assistant at the School of International Studies at Peking University, where she was in charge of writing country reports and tracking UN news related to climate, health, and education.

Ms. Li received a Master’s degree in French Literature from China Foreign Affairs University in 2022.

Li Xindi
Project Lead for Energy Transition, Senior Analyst

Li Xindi has over 7 years of work and research experience in energy transition and power market analysis.

Ms. Li joined iGDP in October 2020. She participates in research projects on low-carbon transitions of domestic and international energy systems. Her research fields include energy systems analysis, regional low-carbon development planning and analysis, and the power market.

Ms. Li leads and participates in the following projects: regional long-term low-carbon transition using Energy Policy Simulator (EPS), power industry low-carbon development and investment in countries along the “Belt and Road” Initiative, Just Transition in coal regions, national and provincial carbon emission accounting and analysis, and China Carbon Neutrality Tracker (CCNT).

She holds a Master of Science in Mechanical Engineering from Rice University, United States, awarded in 2017.

Liu Jingning
Analyst

Liu Jingning joined iGDP in March 2025, where she participates in research on low-carbon energy transition. Her research focuses include green and low-carbon industrial transformation, energy transition, and the development of green and low-carbon innovative technologies.

Prior to this role, Jingning worked at the Beijing Institute of Finance and Sustainability (IFS) and the International NGO ICLEI (Local Governments for Sustainability), where she was deeply involved in research and practice related to sustainable finance, green and low-carbon transformation of carbon-intensive industries, and urban circular and resilient development.

Jingning holds a Master of Public Administration from University College London, obtained in 2018.

Liu Xueye
Project Lead for Green Economics, Senior Analyst

Liu Xueye specializes in subnational energy and climate decarbonization, as well as climate investment and finance. Ms. Liu joined iGDP in August 2019.

Ms. Liu leads research on Energy and Climate decarbonization roadmap planning and climate investment and finance projects.

Projects She has been involved in include: Anhui Carbon Neutral Pathway and Green Finance Roadmap, Progress and Prospects of Peaking Pioneer Cities, and Beyond 2  The Long-Term Emission Reduction Actions of Global Cities in Response to Climate Change.

Ms. Liu received her Master’s degree in Urban Ecology from Beijing Normal University in 2013.

Lyu Yaning
Communications Manager

LYU Yaning has over five years of experience in climate change and sustainable development communication.

Ms. LYU joined the iGDP team in October 2024. She is responsible for developing the organization’s communication strategy, creating and editing content, and managing media relations.

Prior to joining iGDP, Ms. LYU worked as a reporter at 36Kr Media, covering energy transition, climate change, carbon neutrality policies, and ESG issues. Earlier in her career, she was responsible for communication at the renewable energy company Goldwind, and she has also volunteered with several NGOs in the sustainability sector.

Ms. LYU holds a Master’s degree in Sustainable Tourism from the Department of Social Science at The Chinese University of Hong Kong, awarded in 2019.

Ma Jianjie
Finance Manager

Ma Jianjie has nearly 20 years of professional experience in operation and finance management for NGOs. She served as a Program Officer in VSO before joining iGDP.

She holds a Bachelor’s degree in English from Beijing City University.

Ma Yue
Assistant Analyst

Ma Yue is an Assistant Analyst at iGDP. She joined iGDP in June 2024 and focuses on non-CO2 GHG emissions mitigation and agri-food system transitions.

Ms. Ma received a Masters in International Governance and Diplomacy from Sciences Po, Paris in 2023.

Ma Zhong
Deputy Director

Ma Zhong is Deputy Director at iGDP. He is also Professor at the School of Environment and Natural Resources, Renmin University of China.

Prof. Ma is the leading scholar in China in researching and implementing environmental economics and policies.  He has worked extensively with government and international agencies on a variety of research topics in China and has been engaged in national and international environmental policymaking on topics such as environmental finance and taxation, the Montreal Protocol, SO2 emission trading, and water pricing. In the past ten years, he also has been working on the institutional reform of environmental administration in China.  Prof. Ma serves as senior advisor to the China Ministry of Ecology and Environment (MEE) as well as of different provincial governments, and is a member of the China Council for International Cooperation of Environment and Development (CCICED). In 2009, Ma Zhong was awarded China’s Annual “Green Person” award.

Song Manjiao
Assistant Analyst

Song Manjiao supports research on green low-carbon transition and energy and environmental policy analysis.

Ms. Song joined the iGDP research team in October 2023, where she works on research related to green low-carbon transition and energy data. Her research areas include energy, environment, and climate change policy evaluation, and energy data management and integration. She is involved in projects including Energy Data 2023 and application of the Energy Policy Simulator in support of regional long-term low-carbon transitions.

Song Manjiao received her Master’s degree in Environmental Science from the Chinese Academy of Sciences and the University of Copenhagen in 2022.

Wang Linlin
Operations Manager

Wang Linlin possesses over 15 years of experience in international organization operations and human resource management. She specializes in system development, process optimization, and cross-cultural team management, and is committed to driving organizational efficiency and strategic growth. Ms. Wang joined the iGDP team in May 2025, responsible for the organization’s operational management, such as promoting improvements in institutional systems, human resource management, and daily operations.

Prior to joining iGDP, Ms. Wang held roles such as Office Director and Operations Manager in several international organization representative offices in China, where she was fully responsible for overall office operations and human resource management. She led the establishment of operational systems for multiple organizations, designing and implementing efficient management methods and processes. These included optimizing organizational structures, talent development and team building, system standardization, and cross-department collaboration mechanisms.

Ms. Wang participated in systematic training in international organization management and human resource management in California, USA. She completed courses in organizational strategy, overall operations management, and talent development, earning a Master of Business Administration (MBA) degree.

Wang Yanhui
Deputy Executive Director for Operation and Organizational Development

Wang Yanhui has over 20 years of experience in communications and nonprofit organization management. Ms Wang joined the iGDP team in April 2016 and is responsible for the organization’s operational and communications work.

Ms. Wang has designed and led the implementation of strategic communications projects including the Farewell Coal project focusing on de-fossilization of energy investments and the Go Green integrated communications project promoting low-carbon consumption to the public.

She previously worked as a public information and cooperation development consultant for UNESCO. She has worked for many well-known media, non-profit, and research institutions.

Xi Xi
Consultant

Xi Xi has over eight years of research experience in the climate and energy industry. Ms. Xi joined iGDP in September 2020 and focuses on the low carbon energy transition in China and abroad. She is responsible for the application of the Energy Policy Simulator at the national and local level in China and the development of methodologies and tools to assess low-carbon transition pathways for energy systems.

Xi is also responsible for research on power markets and related investments in the Belt and Road region, with a focus on Africa. Xi worked at Abt Associates for the U.S. Environmental Protection Agency and earlier at the Massachusetts Clean Energy Center as an investment analyst.

Xi graduated from Wellesley College with a B.A. in Latin Honors, majoring in Mathematics and minoring in Environmental Studies.

Xu Yiqing
English Communication Officer

Xu Yiqing joined iGDP in August 2024 as the English Communication Officer. She leads iGDP’s English communication, managing iGDP’s English website, newsletters, and social media platforms, including LinkedIn and X.

Prior to this role, Yiqing served as an Operational Support Officer at the British Consulate General in Guangzhou and interned with the United Nations Human Settlements Programme, the United Nations Environment Programme, and the United Nations Office for Project Services.

Yiqing holds a Master of Public Policy from University College London and a Master of International Politics from Beijing Foreign Studies University.

Yang Fuqiang
Deputy Director

Dr. Yang Fuqiang is Senior Advisor on the Climate Change and Energy Transition Program (CCETP) at the Institute of Energy at Beijing University.

Dr. Yang has worked on China’s sustainable energy strategy and policy for more than four decades and has extensive research experience in energy savings in building, industrial, and transportation sectors, low carbon cities, electricity and renewable energy, as well as climate change. Prior to joining CCETP, he was Senior Advisor on Energy, Environment and Climate Change at the Natural Resources Defense Council. Dr. Yang was the Director of Global Climate Solutions at WWF’s International Headquarter, and Vice President of Energy Foundation and Chief Representative of Energy Foundation Beijing Office. Before 2000, Dr. Yang worked with the State Planning Commission’s Energy Research Institute in China, and the Lawrence Berkeley National Laboratory In the USA. Dr. Yang received his Ph.D. in Industrial Engineering at West Virginia University and his B.S. in Physics at Jilin University.

Yang Li
Deputy Executive Director for Research and Programs, Senior Program Director for Energy Transition, Senior Analyst

Yang Li has over 20 years of experience in education and project research, focusing on green and low-carbon transitions, energy and environmental policy analysis. She joined the iGDP team in May 2015 and currently lead the research team. Her research focuses on  energy systems analysis, low carbon development planning and evaluation, and energy, environmental and climate policy evaluation.

She has lead or participated in projects such as Regional Case Analysis and Capacity Building for Industrial Heat Decarbonization in China, Green and Low Carbon Transition in China’s Sub-National Regions using iGDP’s LOGIC Index, the Vision 2050 Program – Raising Climate Ambition in China’s Sub-National Regions using Energy Policy Simulator, Green Finance Roadmap for Supporting Hainan Province’s Carbon Peaking and Mid- and Long-term Carbon Emission Reduction, the Shanxi’s Macro-Financial Risk Assessment of Climate Change and its Roadmap to a Clean Energy Future, the Chongqing Carbon Neutral Pathway and the Green Finance Roadmap, the Capacity Building on River and Ocean Eco-Environmental Management and Plastic Waste Pollution Control, and the Northeast Asia Low Carbon Cities Peer Review and Comparison.

She holds a Ph.D.in Population, Resource and Environmental Economics from Renmin University of China (2014)

Yuan Yating
Project Coordinator for Energy Transition, Analyst

Yuan Yating has focused on carbon pricing and energy transition for the past four years. Ms. Yuan joined iGDP in January 2023. She supports iGDP’s research projects, including China Carbon Neutrality Tracker (CCNT), carbon pricing policy, and climate and energy policy.

Prior to joining iGDP, she was an Assistant Analyst at the Rock Environment and Energy Institute (REEI), supporting research, administration, and external communications. Her work centered on energy transition and carbon pricing, low-emission transportation, sustainable management of municipal solid waste, and green healthcare.

Ms. Yuan received an MSc in Environmental Sustainability from the University of Edinburgh in 2018.

Zhang Yingrui
Communications Assistant

Zhang Yingrui has been engaged in socialimpact communication, with a particular focus on low-carbon transition and environmental protection issues in recent years.

Yingrui joined the iGDP team in June 2026. She is responsible for supporting the organization's communications and platform work. 

Prior to this role, Yingrui worked at a nonprofit consulting firm and has gained internship and volunteer experience at several NGOs. 

Yingrui holds a Master’s degree in Chinese Studies from The Chinese University of Hong Kong, awarded in 2024.

Zhu Tongxin
Project Coordinator for Beyond Carbon, Analyst

Zhu Tongxin has focused on green and low-carbon transition research for the last 3 years. Tongxin joined the iGDP team in August 2021 to support the research efforts.

Tongxin’s research areas include: provincial low-carbon action tracking, energy environment and climate change policy evaluation, and non-CO2 greenhouse gas emission reduction.

Tongxin is involved in projects such as local carbon neutrality planning studies with Energy Policy Simulator (EPS), provincial low carbon development progress, and Non-CO2 GHG Emissions in the waste management sector in China.

Previously, Tongxin worked as a research assistant at the Woodrow Wilson Center’s China Environment Forum and supported research and writing related to ocean plastic issue and waste management in China and the US.

She holds a Masters in Public Policy, McCourt School of Public Policy, Georgetown University, awarded in May 2020.
