LOGIC Quantitative Modeling Tools Subnational Climate Action

Summary:
This report introduces the China Low-carbon and Green Index for Cities (LOGIC), a new analytical tool designed to measure and track the green and low-carbon transition progress of Chinese cities. Based on data from 115 cities across 23 indicators between 2010 and 2015, the report assesses overall performance and identifies key drivers of success, such as energy, industrial, and economic structures. Its main findings show that Chinese cities are generally becoming greener, with low-carbon pilot cities and larger metropolitan areas outperforming others, and that economic growth does not have to conflict with environmental improvements. However, the report also highlights that significant room for improvement remains, particularly in energy intensity, economic decarbonization, and environmental quality, and it offers tailored policy recommendations to help cities of all types pursue early carbon peaking and sustainable urban development.
