What to Expect in China's Second NDC: Towards a Carbon Neutral Global Future

Summary:
This report provides an early analysis of what China's second Nationally Determined Contribution might contain, reviewing international and domestic sustainable development trends since the Paris Agreement and assessing China's progress in implementing its first NDC. It examines newly issued strategic plans during the 13th Five-Year Plan period and explores climate policy options that may shape China's next NDC submission in 2020. The report proposes that China could deepen long-term GHG emission reductions, set additional total carbon control targets, and enhance emission reduction actions based on the latest departmental strategic measures.
