Report

CCNT Climate Governance

Summary:
This report reviews China's progress on its first NDC and explores policy options for its second NDC submission. It examines global and domestic sustainable development trends since the Paris Agreement, assesses China's achievement of multiple targets ahead of schedule, and analyzes how newly issued strategic plans during the 13th and 14th Five-Year Plan periods may shape China's updated climate commitments. The report proposes that China's second NDC could establish a long-term GHG emission reduction roadmap, set total carbon control targets, and enhance non-CO2 GHG emission reduction actions based on the latest departmental strategic measures.
