Summary:
This white paper, co-authored by iGDP and the World Economic Forum, analyzes global black carbon (BC) mitigation, identifying common barriers and potential next steps for BC-emitting countries and the global community. It examines five national case studies (Brazil, China, India, Nigeria, and the US) to discern the primary obstacles to BC mitigation—including diplomatic, regulatory, financing, technological, and knowledge gaps—and summarizes implementation gaps. It then provides source-by-source mitigation "ladders" and actions for residential cooking and heating, diesel vehicles and engines, brick kilns, coke ovens, gas flaring, and agricultural and forestry burning. It concludes with recommendations for the global community, including giving BC due recognition in climate frameworks, fostering regional cooperation, prioritizing grid connectivity in rural development, and directing climate finance to vulnerable communities.
