Summary:
This report provides recommendations on planning principles and indicators for China's low-carbon provincial and municipal development, reviewing recent national and industry planning documents, work programs, and guidance. It proposes that low-carbon development should meet national planning requirements, achieve higher standards from pilot demonstrations, and pursue even more ambitious targets where feasible. The report details quantitative indicators across eight dimensions including overall low-carbon development targets, industrial systems, urban planning, energy, transport, buildings, carbon sinks, and waste management, offering a comprehensive framework for evaluating and benchmarking local low-carbon performance.
