Summary:
This report provides a comparative analysis of low-carbon city policies and practices in China, Japan, and the Republic of Korea under the North-East Asia Low Carbon City Platform. It examines national-level carbon mitigation policies, sector-specific actions, and both top-down and bottom-up policy design and implementation mechanisms. The report identifies common challenges in low-carbon city development, including target setting, limited capacity, political uncertainty, and data inconsistencies, while offering case studies of fifteen greenhouse gas emission reduction practices that could be instructive for cities across the wider Northeast Asian region.
