Summary:
This report marks the first anniversary of China's green finance reform and innovation pilot zones, providing a comprehensive overview of progress across five pilot provinces. It examines the policy framework, institutional mechanisms, and innovative practices developed in Zhejiang, Jiangxi, Guangdong, Guizhou, and Xinjiang pilot zones. The report finds that while green credit has grown significantly, low-carbon considerations remain underdeveloped in pilot plans. It recommends unified certification standards for green projects, integration of environmental quality indicators into performance assessments, and stronger linkages between green finance pilots and China's low-carbon city pilot program.
