Implementing Total Carbon Emission Control

Chinese

DEC 2019

Report

CCNT Climate Governance

Summary:
This report argues for establishing a binding absolute carbon emission control target during China's 14th Five-Year Plan period to ensure fulfillment of the Paris Agreement commitment to peak carbon emissions around 2030. It examines why a carbon cap is necessary—to align with global carbon neutrality goals, send clear policy signals for green transformation, and build on China's progress in carbon intensity reduction. The report provides recommendations on designing and implementing a carbon cap, including strengthening legal foundations, defining targets based on existing binding goals, allocating differentiated regional caps, integrating with the national carbon market, and linking implementation with existing environmental policy systems.
