LOGIC Subnational Climate Action

Summary:
This article presents the Low-Carbon and Green Index for Cities (LOGIC), an indicator system evaluating Chinese cities' performance in low-carbon and green development. Applied to 115 Chinese cities between 2010 and 2015, the system reveals that most cities made progress while significant room for improvement remains. The article finds that green and low-carbon goals are not antithetical to good economic performance, with over 90 of 115 cities experiencing both GDP and LOGIC score growth. The LOGIC framework tracks sector-specific performance in energy, industry, buildings, transportation, environment, and policy dimensions, helping cities identify areas for improvement.
