Policy Brief

CCNT Energy Transition Industry

Summary:
This policy brief analyzes the development of sustainable aviation fuel (SAF) in China, examining its role in decarbonizing the aviation sector and the current state of policy support, production capacity, and commercial application. It reviews global SAF targets and technology pathways (HEFA, G+FT, AtJ, PtL), summarizes China's policy framework and the 2024 SAF pilot program, identifies domestic production facilities and demonstration projects, and documents the progress of Chinese airlines in SAF trial flights. It finds that China's SAF production capacity (~300,000 tons/year) falls far short of potential demand, with HEFA as the dominant technology and PtL gaining momentum. It recommends stronger policy signals, a domestic sustainability certification system, and diversified feedstock pathways.
